Energy transition can’t succeed without the full participation of the citizens. This is only possible if the energy paradigm shifts towards more renewable energies, a more decentralised energy system and more digitalization while securing a sustainable, affordable and reliable energy. This means that the historically highly centralised energy system based on the central role of the state is questioned and that the role of the subnational authorities as well as of the citizens may increase.
Such a challenge has been translated into the 5D model pointed out by Maros Sefcovic, Vice President of the European Commission in charge of the Energy Union which refers to the way the energy transition process is going to integrate Decarbonisation, Decentralisation, Digitalization, Democracy and Disruption. With “democracy” and “decentralisation” being part of this model, how do they materialize in the different EU Member States? This summer school invites to consider how this paradigm shift might materialise and its implications in terms of energy democracy.
